Tampa Parking Ticket and Meter Revenue, by Fiscal Year
What the City of Tampa collects from parking tickets, meters, garages and event parking, year by year, from the city's own budget documents. Every figure links to the page it came from.
Recommended FY2027 budget, Schedule of Revenues and Expenses by Fund, fund 40100 (PDF p. 370) · FY2025 Schedule of Revenues and Expenses by Fund, fund 40100 (PDF p. 120), retrieved 2026-10-06.
What the numbers show
- Ticket revenue more than doubled from FY2022. The Parking fund's fines line ("Judgements, Fines, and Forfeits") was $2.43 million in FY2022 and $4.96 million in FY2025, both actuals reported in the same table format. FY2022 was a slight dip: FY2021 was $2.58 million, and against that year the rise is 92%. FY2023 was $3.25 million and FY2024 $4.05 million. All amounts are nominal dollars.
- Tickets were 11.1% of Parking Operations revenue in FY2025, up from 8.8% in FY2022 (it was higher in FY2021, 13.0%, when fee revenue was much lower).
- Parking fees grew more slowly than tickets but are far larger. "Charges for Services" (meters, garages, lots and event parking) rose from $23.85 million in FY2022 to $38.29 million in FY2025, up 61%, and from $13.46 million in pandemic-hit FY2020.
- The FY2027 recommended budget puts meters alone at $12.7 million, more than twice the $5.58 million it recommends from tickets. The city does not publish meter actuals by year in its budget schedules; the Parking Division's own summary put on-street revenue at $2.38 million in FY2019 and $6.33 million in FY2022.
- FY2026 is not final. The city's fiscal year runs October 1 to September 30. FY2026 ended September 30, 2026, and as of 2026-10-06 the latest published figure is the projection in the FY2027 budget: $6.02 million from tickets, 21% above FY2025.

Revenue by fiscal year
Two charts with separate scales, because fees are roughly eight times larger than tickets. Solid bars are actuals. Hatched bars are the FY2026 projection and the FY2027 recommended budget, which are city estimates, not money collected.

Parking tickets = "Judgements, Fines, and Forfeits". Parking fees = "Charges for Services". Share of fund revenue divides tickets by the fund's total revenue (tickets, fees and the "Other" line, which includes interest and planned use of fund balance in budget years). In the FY2027 line items the fines line holds a single account, 354001 Parking Tickets.
What each line likely includes. The Parking Tickets account probably also carries the late fees, delinquency fees and administrative charges the city code adds to unpaid or contested tickets; that is our inference from code §15-129, not something the budget states. "Parking fees" (Charges for Services) is broader than meters and garages: in the FY2027 line items it also includes utility parking permits, reserved meter rental, booting fees and garage and lot refunds (a negative amount).

Why we did not use the city's 2023 summary for FY2023
The Parking Division's FY2023 financial report, a city source that reports these figures, lists FY2023 citation revenue as $2.70 million and total income as $37,068,749. Those are exactly the FY2023 projected figures in the FY2024 budget. The FY2023 actuals the city published later are $3,246,873 from tickets and $35,656,208 in total. The report also says it "does not conform to generally accepted accounting principles". Mixing it with later budget actuals would overstate the FY2023 to FY2024 jump in ticket revenue, so this page uses budget-schedule actuals for every year.

The summary is still the only public source we found that separates on-street meter revenue from garages and lots. Its figures for FY2019 to FY2022 are below, on the summary's own basis; its citation figures for FY2020 to FY2022 match the budget actuals exactly.
| Year | On-street parking | Off-street parking | Citations |
|---|---|---|---|
| FY2019 | $2,383,287 | $15,246,474 | $1,932,306 |
| FY2020 | $1,871,150 | $11,584,864 | $1,382,359 |
| FY2021 | $3,601,627 | $12,499,649 | $2,584,410 |
| FY2022 | $6,326,420 | $17,485,680 | $2,425,808 |

Why revenue grew: what the city says
- Rate increases. The FY2027 budget says City Council approved a multi-year parking rate increase that took effect December 1, 2020, with the last and final increase on October 1, 2025.
- More metered streets. The Parking Division's report says increases in on-street revenue "correspond with Tampa's on-street parking system expansion in 2021 and 2022".
- The pandemic dip. The same report attributes the FY2020 drop to COVID.
- Tickets: no stated reason. We found no city document explaining the rise in ticket revenue. The Parking Division's 2023 report also noted that "there was not a consistent year over-year increase in citation revenue" in the years it covered. The budget schedules do not publish ticket counts or the average fine, so the numbers cannot show whether the city wrote more tickets, collected more of them, or charged more per ticket. The city rewrote its parking code, including the fine schedule, in April 2025; see our parking ticket guide for the current amounts.

What the city budgets from event parking
The recommended FY2027 line-item budget includes two event-related accounts, spread across city garages and lots (the line items list cost centers by number, not by facility name):
- Arena Parking: $2,200,500 across 6 cost centers.
- Special Event Parking: $926,200 across 12 cost centers.
Together that is $3.13 million, about 7% of the fund's recommended parking fees. These are budget amounts, not actuals.

Method and limits
- All figures are the City of Tampa Parking Operations fund (40100). Parking capital (fund 40200) and money transferred out of the fund are not counted as revenue here.
- Actual, adopted, projected and recommended figures are labelled separately and never combined. FY2027 figures come from the recommended budget; the adopted FY2027 budget may differ.
- Percentages are computed by Park Tampa from the cited figures. We have not adjusted for inflation.
